His real goal was to erode trust in the government, rile people up and try to trigger regular country-wide anti-government demonstrations. We all know what such protests can lead to. We all know that this tactic has been employed by US to overthrow dozens of governments all across the globe.

In a 1991 interview with theWashington Post, NED founder Allen Weinstein said: “A lot of what we do today was done covertly 25 years ago by the CIA.”
