Absolutely, if Putin knew he has the mandate he wouldn't have practised 'the law of the jungle' to stop opposing candidates. He knows he is weak among the masses and in Kremlin as well. Too many waiting to to stab him in the rear, might come from one of the closest. Any weakness at the front will hasten his end.
