As i said NATO soldiers in Ukraine are seen as volunteers/mercenaries.
Governments don't want to be overtly responsible for them (disavow). If EU gives $50 billion to Ukraine and Ukraine happen to use that money to pay volunteers from NATO militaries to come and operate complex NATO weapon systems that take years of training then the NATO countries can deny responsibility.....
