If he really believes that he must be totally delusional. He's actually talking about mounting another offensive and scaling up attacks inside Russia.
Hopefully Ukrainians wake up to the need to replace this madman with someone with the sense to negotiate an end to the war while there's still the majority of Ukraine left to save.
