Unfortunately it does seem Russia have been putting more focus in infrastructure (and increased momentum everywhere) since the Belgorod attacks and attacks on it's refineries.
Just remember: It has been a year and a half since Zelensky's october decree against 'talks'. Maybe, with retrospect, not a great decree for the population?... fantastic PR value though.
