I know what I quoted but IMO you only see it from one point of view

It is intended, IMO, to apply equally to both Russia & The Ukraine.
Russia saw a NTO Ukraine as a threat to Russian National Security (for obvious reasons)
While the Ukraine wanted to join NATO for National Security because it saw Russia as a threat.(for obvious reasons)
Were both concerns/perceptions pre 2013 correct?.... Perhaps yes..
The bottom line is that there is a war now which has stalemated at enormous costs to both sides
and the only real costs to NATO members is economic...that is inflation and the economic drain
in financially and militarily supporting the Ukraine & accommodating 6 million refugees.
