I think there are a couple of reasons (IMO) , 1. because belatedly , putin has realised corruption has been ruining his army (we've seen a few arrests for it lately ) these gents are there to "audit'
2.because it's a nod to the war of attrition and putin needs more bang for his buck all these offensives , all this loss of equipment and men COST
putin is providing the money , equipment and men to run this war ......while largely , the money and equipment to run Ukraines defence is provided by the west
as I've always said ......IF the west supply Ukraine sufficiently ....then I can't see how it is possible for putin to outspend them
