There has been no aggression though, countries are allowed to belong to defensive alliances.
Putins ideal of 'neutral' must be Belarus aye. A country with a repressive autocrat as it's head who has asked Russia to put nuclear weapons on its territory, and who lets it be used as a launching pad for an invasion of a neighbouring country.
That's Putins idea of 'neutral' - a bunch of gangster states where democracy fades away, opponents are crushed, a despot holds the reigns of power, and they exist to do Putins biding.
