Biden/Blinken have rejected out of hand Russian security concerns, Why would they meet Putin when according to "intelligence" the invasion was going to happen last Wednesday, will happen before the end of the winter olympics and definitely Putin has ordered his generals to invade in the next couple of days ?
According to "intelligence" it is too late for meetings. Or have Biden/Blinken brought the world to brink of war based on a pack of lies ?
I believe that is the case and therefore the meeting for the US is just a stepping stone to war they have planned against Russia.
The US will simply reject all Russia's security concerns while NATO arms and battle groups continue to surround Russia in preparation for the war which US/NATO want.
