    Isn't it a crime in the United States for the government to threaten people based on their exercise of freedom of speech and press?

    US State Department spokesman Matthew Miller said: "The United States continues to use all available tools to hold accountable individuals responsible for actions that undermine the territorial sovereignty, integrity or political independence of free countries, including those serving as election observers in the Kremlin's sham elections in the occupied parts of Ukraine"
