One of Putins surrender demands in March 2022 was that Ukraine accept the loss of the eastern Ukrainian territories.
Putin had decided he wanted to keep those territories, not as you incorrectly imply that it was Boris’ decision to not surrender that somehow lost territory Putin had no intention of giving back.
