If Ukraine felt it needed a big numerical advantage at Kherson it wouldn't have telegraphed the offensive in advance, giving Russia time for reinforcements. Honestly I believe their strategy was and remains not to launch a full-frontal offensive as Russia did at great cost in Severodonestk, but rather just slowly tighten the noose and degrade Russia's ability to resupply itself on the north bank of the Dnieper.
