Let's say the US is about to enter WW2. Back then the President did actually address the nation and he did actually cite the relevant legal means......feel free to check that
Now......and I want to keep this oh so simple for you......imagine the Presidents spokesperson was chatting to a random newspaper and said "we consider ourselves to be at war". You consider that to then be a legal declaration of war....? You are truly special......priceless
