Like China, the Russians don't follow the same regulations others do.
There is expedited programs in the west as well.
That's why it should and will be verified/tested for safety and efficacy before use I would say.
If it is out but not safe then the anti vaccers will have a field day regarding their stand.
Apparently the Russian health ministry has approved it.
Time will tell.
