Not sure on the specific metrics, but they would weigh up current SP against companys free cash, companys commodity prices, development stages, risk, and likelihood of future progress, and if their accountants or algorithms deem the SP to be undervalued it would spit out a strong buy.
Hopefully these sentiments have more of a human research factor to them, but as Gypsie said the consensus doesnt mean much but its more the fact that 3 brokers are weighing in on RXM, where traditionally it has been 1 or 2 or none
More eyes, more interest, all goes towards attracting more speculators and reminds us we arent crazy for investing in RXM and hopefully helps the SP
