I don't think any of us 'punters' formally know ahead of time if there's an 'offical' downgrade about to be released about a country (other than reading in to the chart action), but the fact the US is potentially in a default situation without lifting the debt ceiling suggests to most investors/traders that AAA is too high for the US, and am not surprised at all by the downgrade.
Actually, AA+ is probably pushing atm! lol
