    It kind of helps that they are now generating $213bn USD of income from their Sovereign wealth fund!
    That's the point, they didn't spend their royalties & had higher tax rates in the past now because of the Sovereign wealth fund now have a lower tax rate.

    Oh & by the way Norway's equivalent of the GST is 25%!
