Can't say for sure, Homerpile, but I'm 99.99% certain you're wrong. Of course, that depends what anytime soon means. But as I've said before, this is the full Industrialisation Agreement, in other words a legally binding Production Contract in which Capital/Operational Expenditure Budgets form part of the agreement. This is a monumental task that must be fiscally correct right down to the last nut and bolt required to build the production facility. Get it wrong and you're into cost over-runs and all that entails, so essential they get it right.
I am not at all concerned that it will not be signed off as expected.
