Whilst agreeing with the sentiment of the article, i think the point is that the Witbank coalfield has passed it's peak some years ago and that is why the mines are failing to rail their commitment, (not the rail company's fault always).
The waterberg is the only field left in SA with relatively easy to mine, and fair quality product to continue with exports and power station feedstock.
I can see a stage when Eskom will go to the SA govt and say," we need XX gigajules of energy per year for y years, so limit the exports of coal to ZZZ m tons"
