I wonder if the RBSA has a period of time (60 days etc) during the approval process to allow for disputation from any agrieved parties - I think we have some sort of public notice process in the local papers - and if no objections are forthcoming in the stated time period then the rubber stamp comes down. If this is the case then I expect our illustrious leaders would know exactly when this is up. They do seem a little rushed of late :))
