I can only think that the "cultural difference" referred to is that strangers interact with children,take them for a walk as an example as a norm.
In Afganistan this may be normal behaviour not connected to child sexual abuse.
In my childhood it was not considered abnormal for an adult neighbour to walk along with a child,not just a close neighbour but just someone in the neighbourhood.

It's said that in the 50's kids ranged alone over a 8 sq mile area alone or with their "gang".
These days kids are flat out being alone 800metres from 'responsible' adult blue card holders!
There is no talking to let alone hand holding with "strange" children allowed here anymore by even the white native born

so we can read here that this Australian Cultural Norm is especially enforced on a Muslim daring to take a kiddie on a walk around the park.

Yes he had previous convictions,he has triggered every parents nightmare of Stranger Danger and child sexual abuse and murder.
He's well and truly driven the changed cultural Australian Norm from child freedom to Enjoy into to lock up your kid with the FEAR.
