Israel IS faced by an enemy who constantly and on a daily basis refuses to ackowledge their right to EVEN EXIST.
They know, they KNOW - if they lose.... they're dead meat!!!
Iraq is not facing that at all - the worst that would happen to them if there was a capitulation would be a regime change and in the main their plight would be several times better!
