Can anyone explain to me the logic of declaring you are about to...

Can anyone explain to me the logic of declaring you are about to make a full takeover offer for COV, but not actually do it yet, and not declare what the terms of it are?

Surely this will push the price of COV up further, and with every day that passes and there is no takeover price, COV firms in price (and perhaps pushes up the eventual takeover price).

It almost seems like CFE is ramping up COV's price for some other reason - perhaps to get a better price if they know ANOTHER company is looking at COV, and CFE want to get a better price for their holdings...

Anyone care to comment on CFE's strategy here?
