"Saudi Arabia has been considering where it is today and where it should be in the next decade,” said Ramez Shehadi, managing director of consultancy Booz Allen Hamilton in the Middle East and north Africa, which has been advising the government on reforms. “There is a decision to change. The exercises to effect these changes, whether legislative, regulatory or economic, are at different stages, but the train is leaving the station.”
However, foreign investors have in the past cited limits on foreign ownership, bureaucratic inertia and erraticism and a poorly skilled and badly motivated workforce as obstacles to doing business in the kingdom.
Jaguar Land Rover recently scrapped a plan to build a car manufacturing facility in the kingdom, although its reasons were unclear.
“Many of these sectors have been open to foreign investment before, but few came,” said one banker. “Previous attempts to develop opportunities have yet to deliver — I wonder how this will be different.”
However, officials and government advisers say the leadership is committed to improvement, with Prince Mohammed ruthless in removing underperforming officials, including the former housing minister."

this bit in bold is exactly what i have heard is going on behind the scenes to facilitate the advancement of Khnaiguiyah. the cleanout is ongoing, but has already seen an outward shift in the company.
Alara and Khaniguiyah are still being cited as examples of foreign/saudi co-operation, so it is imperative that this is seen as a positive example by western companies looking to invest in the country.
