True. The rail operators will be able to control the price.
But :
- further development funds will be required for Wonarah, and the ROI must be reasonably sound for anyone to become interested
- ROI depends on opex, price and tax. All three are not very predictable.
An extra uncertainty going forward, in terms of freight cost, would be unacceptable in advance of raising funds with investors. Not having a fixed freight cost for several years would be a deal breaker.
