Evolution of mining sector reforms in Mali

As part of the implementation of reforms in the mining sector, the Government of Mali adopts decree 2024-0396/pt-rm of July 9, 2024 setting the conditions and modalities of application of Law 2023-041 of August 29 2023 relating to local content in the mining sector,
~ Decree 2024-0398/pt-rm of July 9, 2024 approving the standard establishment agreement for the research phase,
~ Decree 2024-0399/pt-rm of July 9 2024 approving the standard establishment agreement for the operating phase.

The Minister of Mines, welcoming the adoption of these implementing texts of the mining code and the law relating to local content, recalls that it constitutes an important step in the vast project of reforms of the mining sector driven by the government, to give the full effect of the change towards the mining code of development, in accordance with the vision of the president of the transition, head of state, Colonel Assimi Goita.

In addition, it opens the way to the acceleration of large-scale projects relating to the diversification of the exploitation of mineral resources and the development of strategic substances such as lithium.

In this perspective, the Minister of Mines informs national and international opinion that the State of Mali signs a memorandum of understanding with Uranium One Group, a subsidiary of Rosatom, a Russian public enterprise specialising in the nuclear energy sector. This it is planned to accelerate the research work and development of the Bougoula lithium permit in the Bougouni region.

The objective of the project participants in the Government’s desires to proceed in the future with the transformation of lithium concentrate for the production of lithium batteries in Mali.

Welcoming the contribution of all stakeholders in the mining sector to the process of adopting implementing texts, the Minister of Mines reassures that arrangements are underway for the rapid implementaion of reforms and the lifting of the relative suspension measure to the attribution of mining titles.
