The equity joint venture deal with CNNC and the LH mine was done at a premium to what the share price would imply the value of PDN's assets was (not to mention strategic benefits of partnering with CNNC). A capital raising would probably not have succeeded at a premium to the traded share price (I see that happen in Europe every now and then but rarely in America or Australia). So between the two options (deal with CNNC vs cap raise) I think that PDN management have done the right thing.
