Correct me if I'm wrong skorpian but my understanding is Oncosil was Neurodiscovery, a company that acquired the BrachySil technology from pSivida which had the technology on hold because they were focused on eye drugs. That is why there was no application in 2009 IMO.
The capital raising may come when CE mark is given as the market will see that the company can sell its product into huge markets and it will be rerated. Doing a capital raising then won't anger shareholders, even Sirtex may become a cornerstone investor (ok I'm reaching with that one
