Well, it was never $2bn going to the consortium - trains, paying off people who's homes are demolished etc etc is all part of the '$2Bn' project!
The margins were always going to be low on this one, given the environment they were bidding on and the tunnelling is the most expensive bit (apparently).
I'm hoping for $400m Revenue to NRW with a 5% margin - that would kick the value along nicely.
