I suspect a little information is dangerous here! There is no way NRW will have set themselves up for a loss on the project - not to say events won't go against them and cause a loss in the end..
These sorts of rumours always happen - the other 2 consortiums need to have an excuse for losing the deal! I wouldn't be surprised if NRW/SI did undercut the opposition however.
