If it is possible to use an energy source that would otherwise be wasted, in order to produce the required radio frequencies, then the fact that the process uses more energy than it generates becomes a mute point.
Such energy sources might be solar or geothermal. However, it seems to me that there would be more efficient ways to produce Hydrogen than this process, and even those existing means are not sufficiently efficient to be of concern.
Still it is an interesting science curio if nothing else.
