The same thing just happened in tonight's game. Coote took an awkward bomb and ended up on the ground with two para players over him. They feigned to tackle him but didn't touch him. Coote had to try to run and they stopped him. They were fully aware that had he simply stood up and played the ball, they would have won the penalty.
