Comedians have an unwritten rule that says "don't punch down", meaning 'don't make fun of people who are underprivileged or unfortunate'. This rule tends to apply in society too. When a comedian doesn't follow this unwritten rule, the audience will generally not play along. Social awareness is all that's needed, and 99% of people are aware of how it works. Actual laws are not feasible, and are open to abuse.

90% of racism in the West is insulting, and is intended to be so, and is overwhelmingly directed toward dark skinned people.
