Yes hard to know Mr H.....could be a lot of things. We have no idea how long CNOOC have been talking with FAR before their agreement....could have been years.
Speculation on my part but I have always maintained FAR would not have even looked at PE the 35% without a significant backer......who that is is any ones guess, but CNOOC would certainly fit the bill and as I said most African countries would love to have the Chinese investing. DB
