Maybe it's being marketed as a 60/40 package for FARs current 80%.
The new partner gets 48 %. and becomes operator.(60% of 80)
FAR retains 32% (40% of 80).
Who knows but I think this guy would have plenty of contacts and is probably on the money IMO.
