We're certainly not getting the full picture here: "Many don't want to work more than two days per week" or risk losing the dole. The unemployment benefit is unaffected for the first $52 earned per week, then reduced at a rate of $1 for every $2 earned there after. After 2 days work per week the dole payment would be negligible due to the reduction, providing no particular incentive for it to be maintained. The only rational incentive I can see for 2 days per week to be an issue is if the work being offered is temporary or unreliable, and the worker is finding themselves going on and off unemployment benefits with penalties or delays each time they transition.
