"The Takeovers Panel in March 2018 has proposed that a bidder must not come back with a new and improved offer within four months of its earlier unsuccessful bid."
The question would be whether what happened qualified as a "takeover offer" under the Panel definitions. I think not. In which case there is no need for the four month delay.
