Correct me if I am wrong, but the POSCO stake was built post OZL's stake of 19.9%.
OZL did the classic dawn raid - suddenly arriving on the register with the maximum possible, but didn't complete the second leg, which is making an offer for the remaining shares (again going back a while, but I believe this was the tactic Rio used to take out North)
As OZL hesitated, the SFR board brought the Koreans in as a blocking stake (>10%) and also a Board seat, in what appeared at the time to be a defensive measure.
