Just US alone, annual Oil Consumption rises around 600,000 bpd/each year (chart Attached). Those additional figures which you have posted does not even make 600,000 bpd to help US additional consumption. At same time US Production has dropped more than 600,000 bpd.

That's why US is importing and building inventories as if there is no tomorrow because Oil Players know oils will not stay that cheap.
