Given the SA time constraints, I would think it highly probable if that received an outstanding proposal, they could go directly into negotiations and the contract.
In a past life, I had this happen twice when the department that I was dealing with had their arse to the mast so to speak
Just my thoughts.
By the way, if this were the case, the successful consortium would already be in close negotiations with the SA government.
