It seems that in some of the speculation it's assumed of the 200 satellites launch that they need all the money in advance and they will all be built in advance of the launch.
It's worth noting that there is no indication that the next round of satellites have to be funded and built all at once, in which case it may be staggered to suit the capacity of the each launch of which there may be several.
