If they can get revenue flowing through from the first three then it maybe a continuous launch process. Say roll out 25 at a time to spread both the risk and effort, yet capitalise on scale. It really depends on how much the nano-satellites cost to make, the cost per launch.
They may leave one of the three satellites (or capacity within the three) as test capability for new customers coming on board, that way it helps fund subsequent launches and have customer ready to go with the increased capacity.
