SAS SP, page-623

I do have a nagging question that hopefully someone can answer. Why is SAS software required to be on the phone if they are selling the bandwidth to telcos? Wouldn't it be the telcos software you would need installed? Also what's with the hotspots they are making with Ayecka? Do you have to be near one to get reception? Surely that limits its ability to be accessed by anyone, anywhere. I haven't seen too many details on these developments. Would appreciate any info and where you got it from, cheers.
