When you visit the SAS site and read the actual goals they have set out, it mentions things in interviews with the ceo's about how the narrowband technology was considered non advantageous for commercial use, which they disagreed with, relating to need of affordable communication in emerging countries like Africa that will benefit economically through business done with apps etc over a smart phone that cost very little.
The time frame and goals are very clear for the next year in which the next launch and testing will occur.
It will take time, just like I thought i'd be out on the water today fishing but the weather doesn't permit.
