A 'proper' chair, as in what? A non-executive chair? Why is Paul unqualified, in your eyes, to hold the role of Chair? It may well be the one he retains out of the two role he is currently performing.

I'm convinced most people moaning about this have little idea what they're talking about. It's uncommon practice in Australian organisations, sure, but it's not the cardinal sin it's made out to be - and I say that as someone who has undertaken no shortage of governance-related work.

Comments like this make it look like you believe it to be something akin to a footy team taking the field without a ruck. It's not. I'm sure someone will succeed Paul in one of the roles in due course. In the meantime there is no evidence that Paul is not fulfilling all relevant duties and responsibilities of both.
