They are not dills but. I think you will find that the shale oil bank loans are re-rated about now. That goes on their resource and price of oil I think. So just by making a comment they can manipulate the price of oil to suit.
The same is done by the fed. The US Share Market is a bit hot so they say they are going to raise rates soon to keep it in check even if they are not going to. Part of the game. Raise getting closer though.
