China has bloody big problems which must be tackled by doing things that other nations, quite reasonably, don't believe they need to do.

Their smog problem can largely be ameliorated by building new, high tech coal burning power stations and electric cars, at least in the cities, will be the next step.

Never been there, so don't know if they have as many motorbikes as the rest of Asia. If so converting them to electric would be a big help too.
