Not sure. Doing it it stages is probably the usual and there is a small amount allocated in pre-production to get it going by the looks of it but we're only talking about the TSF not the other things scobbydoo listed.

All these little things start getting tight if you have issues though and really a contingency shouldn't get touch if your budget is sound. The more you start thinking about all this little stuff the more the project just sounds underdone and needs a thorough review.
