They still need to account for the first payment of $1.3mill though as part of the build budget don't they? It's not a true budget otherwise. They just state $1.2mill final payment then add in the estimates for the rest and here's what it gonna costs. $1.3mill doesn't sound like much but that drops your contingency down to $4.1mill or just under 14% if you've missed it in the initial budget. I guess petty cash could have covered it...
