Yes that was the initial plan. The announcement dated 2 Oct 2017 has alot in it but there is another announcement which names the pits they planned to use in stages. Not sure if they changed it along the line somewhere but they had allocated about $3.4mill for TSF construction which isn't in the pre-production costs. Make from this what you will.
